Miory Rolling Mill (Miory Steel brand) is the only one among the producers of electrolytic tinning tinplate and cold-rolled steel in the Republic of Belarus. The mill began operating officially on December, 24, 2020.

The Miory Rolling mill was designed and is constucted according to European standards in accordance with the law of the Republic of Belarus and requirements in the field of industrial safety and environmental protection.

About the mill

A parcel of land for industrial development has been alloted according to the order of the President of the Republic of Belarus from May, 08, 2013. It is 2.5 km away from the Miory railway station that is directly connected to the major transportational routes. On June 9, 2014, the President of the Republic of Belarus has signed the Decree №271 “On the implementation of the investment project”.

The Miory Rolling mill is an ambitious project with a mission – to invest into small regions and contribute to its sustainable development.

The construction of the mill began in 2015 and was completed in December 2020. It is located on an area of 40.2 hectares,  and four of them are used for production section. The capacity of the mill at the first stage is 50 thousand tons of cold-rolled sheet per year and 150 thousand tons of tinplate. On the second stage the capacity will grow to 240 thousand tons of tinplate per year.

The calculated pay-back period of this project is 5 years.

Market potential

Miory Rolling Mill (“MMPZ-Group” Ltd) is a unique and innovative production enterprise located in the town of Miory, Vitebsk region, Republic of Belarus. The cold-rolling metal and tinplate plant in Miory is the only producer of electrolytic tinplate and cold-rolled coils in the Republic of Belarus, which has already taken a deserved place among manufacturers of tinplate in Europe, the CIS countries, Asia and the Middle East. The plant was commissioned on December 24, 2020. The uniqueness of the plant lies in the use of modern, energy-saving, environmentally friendly equipment and technology, which allows producing high quality products with minimal costs.

The plant produces electrolytic tinplate and cold-rolled products.

The mill’s production capacity allows it to produce up to 150 thousand tonnes of tinplate per year.

Nowadays, tinplate is widely used in food, perfume, paint and varnish industries. Annual demand for it by Belarusian companies alone is about 30 thousand tons a year. The nearest factory for production of tinplate is in Kosice, Slovakia. Geographical location of the mill (50 km from the EU borders) and well-established partnership relations with EU customers determine the orientation of the plant directly at the European market of food tinplate.

Currently, package manufacturers are shifting to the use of thinner tinplate, as well as double-rolled tinplate. MMPZ-Group Ltd produces tinplate with a thickness of 0.1 – 0.5 mm, which is a unique feature due to the extremely small thickness of the rolled metal.  For comparison, the equipment installed at Russian and Kazakhstan plants (as far back as the 70s of the last century) allows to produce tinplate with thickness of 0.18 mm.

One of the mill’s missions is to produce and provide customers with high-quality tinplate in order to improve hygiene of food packaging, environmental friendliness and safety for humans and the environment.

All parameters of the tinplate manufactured at the Miory tinworks are set according to the highest requirements of innovative technologies.

The plant has no atmospheric emissions, thanks to the latest filtration technology, and there are no emissions or effluents. All water treatment, water supply and other water systems are closed circuit and treated at the mill’s water recycling centre.

These facts allow us to state boldly that tinplate is the future of packaging, and tinplate manufacturer  MMPZ group Ltd – Miory Rolling Mill is innovative mill and at the same time the only one of its kind. It’s got huge potential to supply the Belarusian, European, CIS, Asian, Middle Eastern  and other world markets with high-quality, thin tinplate.

The key investor of  Miory Rolling mill construction  has become Austrian company MMRZ GmbH. The equipment and technologies were supplied by SMS Group GmbH (Germany), one of the world’s leading companies producing equipment for steelmaking and rolling mills.

The total volume of investments into the Miory Rolling Mill project exceeds 380 million euros. As part of the investment project, Belarus attracted an interbank loan from the German banking consortium AKA export finance bank. This loan has no analogues in terms of both the volume and the financing conditions among investment projects implemented by private investors in the country.


Mission of Miory Steel (metal rolling mill in Miory) is to produce competitive and the best in class tinplate for consumers in Belarus, CIS-countries, Europe, Asia and the USA.

In terms of globalization of world economy, MMPZ ( whose activities are based on the use of environmentally friendly high-tech production methods) sees its in the long term mission in maintaining mutually beneficial business relationships with partners. Already at this stage, further participation of MMPZ in resource programs, projects on CSR (Corporate Social Responsibility) and environmental protection is expected in order to meet the growing modern standards. Positioned status of future enterprise intends to take into account what the plant may be useful to the state, customers, investors, business – partners, its employees and the people of the region.

Positive impact for local community

MMPZ will have a positive impact on the social infrastructure of the area. Construction of the plant will lead the creation of about 600 jobs for professionals with high salaries in Miory region. In fact, the plant will be a new urban development enterprise for the district.

In parallel with the construction of the plant a large-scale construction of housing for employees and service personnel is planned. At the initial stage ten 2-storey houses on 8 apartment each will be built for engineering and technical employees. The construction of multi-storey houses for the workers is included into future projects of MMPZ Group.

Construction of the plant in the town Miory is determined by a number of factors on macro- and micro-level. Macro-level factors are:

  • Advantages in location and state of the market. Tinplate is highly liquid commodity, CIS market is not saturated with products made from tinplate. Location of the plant makes it possible to enter the markets of Europe and the CIS with minimal logistics costs.

  • Opportunities of import substitution. Demand of enterprises of Belarus and CIS in tinplate today is largely met through imports. In this context, the pursuit of import substitution through the creation of high-tech, competitive enterprise is quite natural and is supported at the govermental level. The participation of the regions of Belarus in the strategic plans of economic development of the state is absolutely true and justified.

  • Timely of investment. At this stage Belarus offers very favorable conditions for investment in production. Qualitative development of the regions of the country depends on investment in them and on the innovativeness of applied technologies.

  • Participation in economic communities. The Republic of Belarus is a part of the Customs Union (Russia and Kazakhstan), and therefore the whole territory of the Customs Union and CIS becomes the potential market for goods produced in Belarus. Thus, MMPZ receives additional benefits on the demand for products.

The micro-level factors are also important:

  • Governmental support. Miory is a small town. Development of production in small towns is greatly supported by the state.

  • Infrastructure. Miory is constantly developing town and has a tendency to the expansion of the construction sector and the growth of the quantity of workforce. In particular, MMPZ will require various highly skilled professionals: plumbers, laminators, treater, electroplating, control stations operators, supervisors QA, communications, bridge cranes machinists, welders, millers, slingers, drivers, etc. Creation of new production in the city also entails an objective need for expansion of trade, cultural, community and social trends.
